It refers to an individual living in the United Kingdom who is a temporary resident (sometimes a foreign national), and only pay taxes on income generated in or brought into the United Kingdom. The income that is generated and held outside the country is not taxable. For example, a foreigner can buy a house in Liverpool, and not pay taxes as his assets are held in another country.
