This word, in its ordinary acceptation, as applicable to the imposition of a duty or burden, signifies capable of being charged, subject to be charged, liable to lie charged, or proper to be charged. Gil- fillan v. Chatterton, 38 Minn. 335, 37 N. W. 583; Walbridge v. Walbridge, 40 Vt 625.
