Depends of society’s moral code. Personal code often differs from public code and often differs from legal code. Meant to mean that which is equitable, fair, and just when dealing with people. Allegedly based on self-imposed high standards of public conduct. Initially equivalent with ‘moral,’ it is now more equivalent to ‘legitimate’ due to a late 20th century split in private vs. public morality.
