What is STRICTI JURIS?

Lat. Of strict right or law; according to strict law. “A license is a thing stricti juris; a privilege which a man does not possess by his own right, but it is conceded to him as an indulgence, and therefore it is to be strictly observed.” 2 ltob. Adm. 117.
