What is COMMISSIONED OFFICERS?

In the United States army and navy and marine p corps, those who hold their rank and office ” under commissions issued by the president, as distinguished from non-commissioned officers (In the army, including sergeants, corporals, etc.) and warrant officers (in the navy, including boatswains, gunners, etc.) and H from privates or enlisted men. See Babbitt v. U. S., 16 Ct. CI. 202.
