Persons who work regularly at the same job a minimum of one hour for compensation and benefits, or minimum of 15 hours of unpaid work in a family business, fulltime or part-time during a specified payroll period. This term includes those categorized as temporary employees or on paid-leave. It also includes people not working but have a job or business but currently on temporarily leave, with or without pay.
