An 1990 international program intended to accomplish three goals: 1) engage North, Central and South America to increase inter-regional trade, 2) engage the InterAmerican Development Bank to set up, manage, and monitor a bank-administered investment fund, and 3) engage various financial institutions to arrange debt-relief for Latin America and Caribbean nations.
